USS Mustin Demonstrates New Payment for HSP

Arleigh Burke-class guided-missile destroyer USS Mustin (DDG 89) successfully demonstrated the Secretary of the Navy’s new initiative to pay husbanding service providers (HSP) using a new process, called procure-to-pay (P2P), in a proof-of-principle (PoP) test during a port visit in Singapore, May 17-21.

The P2P process was developed to address mandated changes to the Navy’s HSP procurement and bill payment by implementing Fleet Contracting Officer’s Representatives (COR) into the oversight of the HSP bill payment process for Navy afloat units. The process emphasizes financial management and ties back to funding and requirement identification activities integrated with associated contracting support processes.

The HSP P2P PoP procedures were the second of a series of tests to be conducted across fleets, and will ensure controls and oversights are in place for units to receive required services while deployed away from homeport, and maintain audit standards in compliance with the Financial Improvement Audit Readiness (FIAR) Program.

The new process provides a mechanism to remove HSP bill payment from ships in a manner that is flexible and scalable to fit all ship classes, and conducive to both efficient and effective delivery of port services.

U.S. Navy ships use husbanding services during port visits to provide necessities needed such as water, food, electricity, phone lines and transportation. Arleigh Burke-class guided-missile destroyer USS Lassen also completed a successful test of the HSP P2P PoP during a port visit to Busan, Republic of Korea, March 12-13.

Mustin is currently on patrol in the 7th Fleet area of operations promoting maritime security in the Indo-Asia-Pacific region. Mustin is one of seven Arleigh-burke class guided-missile destroyers assigned to Destroyer Squadron 15 and is permanently forward-deployed to Yokosuka, Japan.
