Three members of the Philippine Navy were given awarded during the flag raising ceremony held at the Headquarters Philippine Navy (HPN).

Capt. Alberto B Carlos, Commissary Steward 2nd Class Felix B Guaves and Sgt. Eugene J. Padilla were awarded with the Plaque of Recognition for being adjudged as The Outstanding Philippine Soldiers (TOPS).

TOPS is an annual recognition program jointly undertaken by the Rotary Club of Makati Metro and the Metrobank Foundation, Inc. for the members of the AFP that seek to honor and recognize their dedication, bravery, professionalism and sacrifices in the military service.

It is open to all commissioned officers with a rank of Captain up to Colonel and enlisted personnel who have actively served the AFP for the last seven years. Ten winners are chosen by a Final Board of Judges – four of whom are commissioned officers and six enlisted personnel.
