The U.S. Coast Guard has released a draft RFP, containing new information for the shipbuilding industry, for the Offshore Patrol Cutter (OPC) project. The release of the OPC draft Request for Proposal (RFP) was announced on the Federal Business Opportunities website on June 15, 2012.
The Coast Guard invites U. S. shipyards to participate in one on one meetings (FAR 15.201(c)(4)). The Coast Guard is interested in meeting with U. S. shipyards that have the organic capability to construct a cutter of the OPC’s size and complexity. These meetings will be held in Washington DC and are planned for the week of 9 July. The Coast Guard is interested in hearing any final comments from industry regarding the various draft RFP documents that have been provided for industry review.
Also, for background purposes, the Coast Guard is making the OPC Concept of Operations (CONOPS) available on the website . CONOPS describes a proposed asset or system in terms of the user needs it will fulfill, its relationship to existing Coast Guard assets, systems or procedures, and the ways it will be used. The CONOPS is not a requirements document. Where the CONOPS conflicts with the OPC RFP, the requirements of the RFP supersede the CONOPS.
